The DCR is the nerve center to monitor, coordinate and implement various actions for disaster management. Activities of the DCR include:

Disaster Risk Management Programme

A joint initiative of Govt. of India and UNDP, this programme essentially aims to contribute towards the social and economic development goals of national government and enabling state governments to minimize loss of development gains from disasters and reduce vulnerabilities.

It is an effort towards demonstrating a sustainable model for mainstreaming disaster Risk Management at all levels with focus on district and community level activities. The vital output of this project is multi-hazard Risk Management and sustainable recovery plans at community, sub-division and district level, and strengthening institutions responsible for sustainability and replication of these efforts.

The Ministry of Home Affairs, Government of India is the executing agency of the programme and UNDP is implementing the project in association with the Relief and Rehabilitation, Revenue and Forests Department, Government of Maharashtra.

The programme is being implemented in 17 states in India including Maharashtra in a phased manner. In Maharashtra, the programme is being implemented in 14 identified districts and seven major cities. The implementation period of the programme is 2003-2007.

Institutional Setup

At Division./District level the revenue department has been identified as the nodal agency to perform all tasks related to disaster Management. The Deputy Commissioner (Revenue)/Resident Deputy Collector (RDC) acts as the focal point for all types of disaster preparedness, response and recovery activities.

District Disaster Management Committee and District Crises group are two major groups have been constituted under his/her directions. The power of sanction of relief is also vested with the officials of revenue department at different level depending upon the need. The Deputy Commissioner is able to ensure participation of district and state government in the response and recovery phase. He also manages to get support from managerial, materials, resources and NGOs.

District Disaster Management Committee

The DDMC is an apex planning body responsible for disaster risk reduction initiatives at the district and district level units. Members of the committee are the nodal officers of various line departments such as Deputy Commissioner of Police, Deputy Commissioner of MCD zones, Deputy Chief Fire Officer, Chief Engineer of PWD, District Liaison officer of Civil Defence and Home Guard, Deputy Director of Education, Sub-divisional Magistrate and Chief District Medical Officer of Directorate of Health etc. To ensure the public participation under disaster management planning MPs and MLAs are also members to the DDMC. Volunteer and social organizations like NCC, NSS, and CATS are other important members of the committee.The committee holds periodical meetings to discuss and finalized disaster management plans and activities and emergency support functions. The objective to constitute DDMC is to provide necessary guidance and inputs in preparedness, mitigation and management planning through a participatory approach.

District Disaster Management Plan

As a part of overall preparedness of the state, the Government of Maharashtra (GoM) has a State Disaster Management Plan to support and strengthen the efforts of district administration.In this context, every district has evolved its own District Disaster Management Plan (D.D.M.P.). It is expected that these multi-hazard response plans would increase the effectiveness of administrative intervention.The D.D.M.P. addresses the districts' response to the disasters and road accidents and fires. Some of these disasters such as floods and earthquakes affect large areas causing extensive damage to life, property and environment while others such as epidemics affect large population. In any case, the management of these disasters is requires extensive resources and man power for containment by remedial actions.

The objectives of District Action Plan are

To improve preparedness at the district level. through risk and vulnerability analysis to disasters and to minimize the impact of disasters in terms of human, physical and material loss.

To ascertain the status of existing resources and facilities available with the various agencies involved in the district and make it an exercise in capability building of district administration.

To utilize different aspects of disaster for development planning as a tool for location and area specific planning for development of district.

The Control Rooms are established at the Division/Collectorate and at each Tahsil office in the district and is kept functioning for 24 hours a day during the rainy season only. The phone numbers are informed to all departments.The SP office and public hospitals are directed to be prepared in case of emergency situations and liaison is kept with police control room also.

Emergency Operations Centre

A Division Emergency Operations Centre (EOC) is proposed with desk arrangements for specific activities during a disaster. The EOC will be linked to State Emergency Operation Centre constituted at state level. Division Emergency Operations Centre will have very limited participation of people to avoid chaos and confusion. Therefore, the non-government agencies although having a role in the rescue and relief operations will not be represented in the Division Emergency Operations Centre. However, to ensure the utilization of the manpower and material resources of these agencies, the Plan advocates to constitute a Sub-Group comprising of representatives of only non-government agencies, which will be responsible for distribution of relief materials obtained from external source, and also to support the government's requirement of additional manpower and material.
